The multicriterial optimization problem with two groups of heterogeneous importance-ordered criteria is investigated. Every pair of the heterogeneous criterial functions is changed with the scalar risk function. The two cases are separated: 'expectation of an ordinary epidemic' and 'expectation of pandemic'. In the first case, an assumed problem is reduced to the problem of purpose programming and in the second case, a solution of the classic problem is preliminarily searched.
