abstract = "Despite the long history of market reforms in the country, the quality of Russian entrepreneurship ecosystems has not reached the level of developed countries. In this paper, we propose our vision of the causes of such situation, provide the statistical data confirming our findings and suggest measures that might contribute to the development of Russian entrepreneurship. In the analytical part of the paper, we compare the available official statistics and the GEM survey data, provide with the available official statistics of Federal State Statistics Service (FSSS) compared to GEM survey data and offer our interpretation of the observed facts. Academic literature shows no consensus on the causes of low entrepreneurial capacity in the Russian economy. Undoubtedly, the «path dependence» effect is influenced along in the country. Some authors have highlighted that there could not exist any mass entrepreneurship in Russia because it has always had a predominantly directed economy. The final transition from the planned economy rejection did not lead to a flourishing entrepreneurship ecosystem. We support the idea that the main reason of low entrepreneurial performance in Russia is that government regulations in this sphere are contradictory and cumbersome. At the time of the government policy changes, experts will be obliged to offer a range of effective measures to unlock hidden entrepreneurial potential. As one of such measures, we propose the program of standard business models repository. This supportive program will not immediately remove the existing institutional problems but might promote mass entrepreneurship development in the country.",
