The problem of Lorentz stabilization of a satellite in the orbital coordinate system on an orbit of small inclination under conditions of a disturbing gravitational torque is studied. To solve this problem, which is characterized by incomplete control, the averaging technique for differential equations is developed. An original construction of a Lyapunov function is used.
