Up till now scientists have not come to a single definition of n oopolitic, but from this w ork we can see that scientists are trying to do i t and looking for argumen ts. The term “noopolitic” p roposed by American political scientists, is def ined by this way: Noopol itic is an information stra tegy of manipulating world processes through forming a positive or ne gative attention of the pu blic to the inner or foreign politic of a state o r a union of states in order to create a positive or neg ative image of ideas and moral values, advoca ted by it.
