The solution to the integro-differential (nonlocal) Markov equation for the mean field, developed in the companion paper, which takes account of finite values of the longitudinal correlation radius of fluctuations of the dielectric permittivity, is extended to the case of an arbitrary smoothly inhomogeneous background medium. The explicit solution to the problem is presented.
