An elevated level of ethnic migration is currently observed. This is due to such reasons as: 1. local armed conflicts; 2. the policy of oppression and suppression of the right to ethnic self-determination; 3. the desire to migrate to the more developed countries of Europe and North America from Latin America, South Asia and Maghreb; 4. an increasing need for natural security. All this requires attention and a serious approach at the global level. For the first time since the existence of migration processes, the world community has faced such a serious problem as the migration crisis in 2014. The Muslim world has become the main source of labor and humanitarian migration to France. As a result, communities of a different cultural and civilizational orientation have formed in the host country. The answer is a natural tendency to preserve ethnic identity. Muslim communities in France are culturally differentiated. An analysis of the cultural component of Muslim society shows that immigrants are distinguished by an extremely depressed cultural and psychological attitude. The growth of migration flows leads to augmentation of anti-emigration sentiments among the population within the state due to the formation of ethnic stereotypes and propaganda nationalism within French society. In this regard, France must create a special cultural space for possible cultural dialogue and social interaction between two civilizations: Western and Islamic - in order to design a public foothold for building a strong, pragmatic and effective political discourse later.
