N2 - The level of citizens' involvement in the use of public e-services is one of the key success factors for e-government projects worldwide. Attempts to identify and systematize the factors that critically affect citizens' willingness to use such services have long been made in scientific literature. However, the effective policy for bridging the digital divide should be maximally adapted to the specifics of various social groups. This study focuses on the problem of digital divide and its dimensions, as well as its impact on the use of electronic services offered by public authorities. Based on the literature review the model encompassing most significant factors of readiness to use public e-services was built. This model is tested on a sample of 265 St. Petersburg (Russia) residents of different ages and social status. The conducted analysis allowed to identify four principal clusters of citizens, thus, highlighting their differences in terms of readiness to use public e-services. Based on the results obtained we developed several policy recommendations to increase the take-up of such services and to overcome the digital divide in St. Petersburg (Russia).
