Here we construct the basic splines of two variables which can be used for approximation functions. The approximation can be constructed in every elementary rectangular separately if the values of the function in nodes and the values of the integrals over elementary rectangles are known. The purpose of the article is to describe representation of surfaces using the local basic splines of two variables. We discuss the construction of surfaces with given accuracy. As a result we present examples and suggest directions for further investigations.
