In the article the authors analyzed the key features of the modern strategy for the development
of the polymer industry in the Russian Federation in the context of the ongoing sanctions
regime. Special attention is paid to the study of the innovative component of the planning
process and coordination of various actors during the implementation of plans. The priority
areas for improving the development strategy of the polymer industry include the following: the
need for comprehensive modernization of the chemical industry as a whole, overcoming the
shortage of qualified personnel, the restoration of the network of research centers,
strengthening the coordinating role of state institutions, increasing the effectiveness of export
policy of the Russian Federation.
