The stochastic theory of turbulence with a random-force correlator of the form k(k2 + m2)-e{open} is considered (m is the inverse external scale of turbulence). Within the framework of the Wilson operator expansion in the region e{open}<2, the first Kolmogorov hypothesis - finiteness of the simultaneous velocity correlator as m→0 - is proven.
