The paper devotes to the problem of the dependence of the informational and communicational space of the States of Sub Saharan African States from foreign investors, especially western telecommunication companies which are involved in the creation and the further exploitation of informational and telecommunication infrastructure of African States. The author speaks about the comparative success of the development of the information technologies in Africa which have been achieved with the aid of western partners of African States and in turn underlines that the huge flow of financial and technological aid from the West don’t solve the problem of overcoming of the global digital divide between the North and the South but put the African informational and communicational space under control from western companies which strengthen the informational dependence of African States from their more developed western partners. And the author suggests means how to reduce the abovementioned dependence
