The GATS Mode 4 is defined as the supply of a service by a service supplier of one member in WTO through the presence of natural persons of another member of WTO. It can encourage Russian trade policies to link with migration policy, but the expatriates who contribute to the knowledge transfer are not addressed between human resource management studies and migration studies in Russia.
