The calculation technique for temperature and concentration dependences of the transport coefficients in the melts is proposed. Within the quasi-thermodynamic approximation, the technique makes it possible to relate the features of the "composition-temperature" equilibrium phase diagrams to those of the melt structure and the transport coefficients. It is shown that fluctuation inhomogeneity of melts causes the viscosity to increase and the diffusion coefficient to decrease. These regularities are considered in terms of glass formation phenomena. The computational technique advanced is applied to the Ge-Te and As-Te systems.
