N2 - Abstract. The paper analyzes some tools used by states to achieve advantages in global competition. One of them is the erosion of the foundations of the existing legal order by significantly limiting the role of a State in determining economic policy. Within the framework of the liberal paradigm of the world order, there is concept is being propagated increasingly. The concept proposes to change from the law formed by states to regulators created by the private participants of economic relations.
