N2 - During the last decade, digital economic development of Russian regions has been the focus of the scientific community. Modern scientists are considering issues affecting further development of this matter, including its possible results and the expected effectiveness of its implementation. In the study process, in addition to the positive effect of the development of digital technologies, scientists constantly encounter serious risks that have a negative impact on the development of the economy of the regions. Due to the fact that existing analyses are not systemic, it is difficult to develop adequate public policies based on them. The newly arising risks are extremely uncertain, with the practice of introducing digital technologies into the regional economy showing that such processes can impact a region both positively and negatively, and the nature of the impact is usually determined not so much by the basic characteristics of the region itself as by the quality of the regional digitalization policy and the timeliness of its digital infrastructure.The goal of this research is to reveal the most optimum approaches to evaluation of risks of digital transformation of economics of Russia and its regions.The authors found that at present, within the framework of federal statistical observation, only disparate information about the costs of developing the digital economy of the regions is collected.Assessing the regional digital infrastructure requires an understanding of how well the region is prepared for the sustainable development of the digital economy and whether destabilizing factors in the form of threats and risks can harm the region's current economic condition. Regional administrations should build on their digital capabilities, have their own objectives and forecast future opportunities.
