This paper presents an expression for the Lyapunov matrix in the case of general linear delay systems. Then this expression is used in the scalar case for obtaining the complete type Lyapunov-Krasovskii functional, which admits a quadratic lower bound. We show that the proposed functional can be used for proving the inverse Lyapunov-Krasovskii theorem and derive exponential estimates of the solutions of the system.
