The hypothesis that socio-economic factors, especially regarding their intellectual and sociocultural components, dominate in the conditions of the modern global competition when forming competitive advantages is the basis for a research. On the basis of the analysis of empirical data of modern Russia, external and internal conditions of its functioning, specific approaches to forming of competitive advantages of its regions and the country in general as result of manifestation of these factors are revealed.
