N2 - The necessity to develop small and medium businesses at the present stage is determined by its crucial role in social and economic development of countries. Despite its social and economic importance, small business faces a large number of problems. The purpose of this research is development of a structural model of state support of small business in the region based on opinions of entrepreneurs using Structured Analysis And Design Technology (SADT). This research has applied the following methods: a) questioning of managers of small and medium businesses of Vladimir region with the purpose to assess importance and quality of performing functions of support system; b) re-engineering of business processes that enable quality and importance of performing any given business process in the sphere of support of small and medium businesses; c) methodology of a structured analysis and design SADT that enable to design and visualize a model for support system of small and medium businesses. Results of the research showed the following main functions in the area of support of small and medium businesses: research and update of a regulatory and legal framework; resource support; coordination and motivation of support authorities for small business; assistance in technology transfer; and protection of entrepreneurs’ interests.
