The article analyzes the amendments to the Constitution of the Russian Federation proposed by the President in early 2020, which define the role of local government in the system of public power in modern Russia. Special attention is paid to the correlation of public power with state power. The article examines the features of the organization of the modern system of state authorities and local selfgovernment in Russia and the prospects for creating a unified system of public power.
