The collective-farm trade was allowed in 1932 in order to improve supply of food to industrial cities inhabitants. However methods of its organization (mechanically borrowed from state trade) ruled out an opportunity to compensate the drawbacks of scarce economy. In the beginning of the 1930s markets played a great role in the life of inhabitants who didn't have the state support. But Leningrad was on the second place after Moscow in hierarchy of supply.
