One of the forms of the approval of the Soviet government in Russia was the international recognition of the new government. However, in 1917, not one of the foreign states recognized the changes in Russia. The Soviet-German and Soviet-Turkish talks in December 1917 did not confirm the official recognition of the Bolshevik government. Nevertheless, the first indirect confirmation of the legitimacy of the international actions of the Bolsheviks occurred only after the official recognition of the independence of Finland by Soviet Russia on December 31, 1917.
