The problem of relations between civil society and state power cannot be solved at that level of analysis, using categorical abstractions, which, smoothing out differences, obscuring them, do not allow us to understand civil society as a divided society with opposing private interests that come into conflict with public interests, the representative of which is the state. In this connection, the state, for objective reasons, opposes itself to civil society, provided that both are based on the same basis - private property. Not realizing this unity, but focusing only on the differences, the understanding of the interaction of state power and civil society moves along the path of metaphysical opposition of these two entities, whereas in reality there are various forms of their consensus. Conflict as a result of the interaction of opposites is possible only in a situation of transformation of public interest into quasi-public interest.
