It was important for authors to show the continuity of Soviet architectural decisions with earlier ideas of the Finnish master plan, incarnate in the concept of «big Viipuri». The authors are based on the fact that during the work there was a professional dialogue between Finnish and Soviet architects. The master plan of Vyborg in the Soviet period provided not only urban development, but also full-scale restoration. As positive examples are the decisions about the preservation of the historical heritage, which did not allow to change the architectural and planning ensemble of the old town. As controversial decisions are noted the facts of building new neighborhoods typical residential and public buildings.
