The article deals with the issues related to the activities of the progressive bloc, with the concept of Pavel Nikolaevich Milyukov in relation to the salvation of the monarchy from a revolutionary catastrophe. Also addresses the problems of foreign and domestic policy of Russia in the early twentieth century. Conclusions are made on the basis of the analysis of the literature indicated in the bibliographic list.
