One of the most important problems of foreign and domestic historiography is the organizational work of the “Progressive Bloc” - the main legal opposition association in the parliament of the Russian Empire. One of the many still unresolved issues is the “food issue” in parliament in 1915-1917. The nature of the political crisis of the Russian Empire shortly before the February Revolution of 1917, as well as the participation of individual politicians in this process, cannot be fully determined without studying this topic. Unresolved contradictions on the food issue are revealed at the time of the acute political crisis of 1915-1917. Their presence allows us to show the absence in the upper and lower houses of the parliament of the Russian Empire of proper unity between the parts of the Progressive Bloc. It confirms the inability to resolve these pressing issues in parliament, which is evidence of the presence of a political opposition crisis in Russia in 1915-1917.
