The article is devoted to the issues of information society formation in the modern world. The fourth information revolution is considered by researchers as a « challenge to the history» of modern civilization. One of the most important catalysts of this challenge was the global recognition of the computer network Internet. It was she who was able to unite millions of people and hundreds of countries, reduce the geographical distance and eliminate barriers to communication in various fields of human activity. It contributes to the globalization of all ongoing changes, when the events are geographically distant from each other, are links in the same chain, losing to some extent local character. In most countries of the world the concept of formation of information society is developed, between them network wars are conducted. There are other problems that require close attention.
