The article examines the work of the card bureaus of Leningrad and the Leningrad region, which was covered during the republican conference held in Moscow in September 1943 by the People’s Commissariat of Trade. The transcript of the conference was not introduced into scientific circulation and is therefore of great interest. More than 40 heads of card bureaus from various regions of the country shared their experience of rationed supplies to the population during the Great Patriotic War. The activities of the Leningrad City Card Bureau, which took place in the extreme conditions of the enemy blockade, deserve special attention. It had a number of specific features. Among them is the personnel of the district card bureaus, which remained relatively stable throughout the war. Most of the employees were women. The speech of the head of the city card bureau highlighted the criminal activities of some of the employees of the rationed supply system, who had tainted themselves with connections to criminal elements. The result was their being brought to trial by the Military Tribunal, which handed down several death sentences and sentenced a number of individuals to various terms of imprisonment. The materials of the meeting show that up until 1943, Leningrad lacked a clear and well-organized system of accounting and provision of cards to the population. Food cards were issued in large quantities to persons who had died or were evacuated from Leningrad. The production of food cards was carried out under the strict control of duty inspectors at the Voldarsky Factory. The Republican Conference of Card Bureau Directors identified a number of problems in the organization of accounting and distribution of cards. Soon after its completion, inspections began aimed at confiscating cards from persons who had received them in violation of the rules in force.
