Regulation of custom duties, tax policy was a necessary demand for the successful transformation in the agricultural sphere, industrial growth and colonization of the Empire peripheries. The Third Imperial Duma (1907–1912) must have taken onto consideration the interests of various social groups, requirements of representatives of national suburb. The policy of the government did not always find support at the Duma majority, but deputies had to maneuver between interests of various departments.
