Th e paper addresses political transformations in the post-Soviet space, notably in Ukraine, during the period of mid-1990s – early 2000s. Exploiting public diplomacy, the United States was able to revise election legislation, foster loyal politicians and the youth, build political parties and NGOs, and organize elections. It was those projects of the public diplomacy that contributed to the development of a phenomenon called “color revolutions”. Refs 37
