The article reveals the concept of “strategic communications” and considers the process of its institutionalization in the USA and the EU. Particular attention is paid to the activities of the NATO Strategic Communication Center of Excellence, which opened in Riga in 2014, reveals the reasons for creating the center, the main objectives and research topics.
