A typology of agglomerations was produced from the strategy of spatial development of Russia until 2025 (without Moscow and St. Petersburg) by the
level of socio-economic development on the basis of such an indicator as the
migration growth rate using cluster analysis. The justification for the need for
typology was the fact of the heterogeneity of agglomerations, proved through
the coefficient of variation. As a result, 5 clusters were allocated. The best level
of socio-economic development is distinguished by agglomerations of 3 clusters
or 13 agglomerations
