This report deals with the problem of proscriptions and deportations of large groups of the population in the year of the World War II and also during the Great Patriotic War on the territory of the USSR. Besides this theme the author considered the deportation of several groups of population before the war from Baltic region and from Western Districts of the Ukraine. As an example of the so brutal treatment of exiles, the historian considered the similar case in early American history (in the middle of the XVIII century) - the persecution of the French population from Acadia (Nova Scotia) and all terrible conditions and results of such brutal action by the British government and the colonial administration. The author also condemned the proscriptions and deportations as criminal method to conduct wars in the XXth as well as in the XVIIIth centuries.
