This study focuses on the reasons for the purchase of a number of private Railways in the Russian Empire during the reign of Alexander III. When granting concessions, it was not economic factors that mattered, but proximity to the elite or corruption. As a result, such a ruinous practice for the Treasury forced the government to buy a significant part of private Railways on acceptable terms, but with previously established restrictions.
