The article examines the main components of John Locke’s philosophical legacy that fit harmoniously into modern theories of effective public administration in countries that adhere to liberal political concepts. Locke’s theory of education and ethics are harmoniously linked to his political philosophy and management theory and effectively influence them. Locke developed a theory of human understanding within the frame-work of his own epistemology, the doctrine of toleration, and balanced concepts of economic and political functioning that still influence the theory and practice of modern public administration.
