During the «Winter War», the Finnish leadership attempted to create a ―Russian People‘s Army‖ from Soviet captive. One of the main initiators of its creation was K. G. Mannerheim. In this, the Finnish marshal relied on the support of the leadership of The Russian All-Military Union. Moreover, an attempt was made to unite other anti-Soviet forces. Therefore, Soviet dissidents were also involved in the creation of the «Russian People‘s Army». As a result, in Finland the work among Soviet prisoners of War was headed by B. G. Bazhanov. He was at one time the secretary of Stalin. But in the late 1920s. B. G. Bazhanov left the USSR. January 15, 1940 he met with marshal K. G. Mannerheim. From this period, Russian and Soviet emigrants were allowed to take an active part in the recruitment of Soviet captive into the «Russian People‘s Army». It was even created its own «headquarters» of this «army». It is located in the capital of Finland, Helsinki. However, these efforts have failed. In the ranks of the «Russian People's Army» only 150 people received «special training». As a result, by the end of the War, the «Russian People‘s Army» could not be created in Finland. Only 20 soldiers were transferred to the front in March 1940 But their «contribution» to the hostilities was very insignificant. Thus, the idea of creating a «Russian army» was not realized. Mannerheim was forced to abandon this plan and never again remember it
