During the «Winter War», the Finnish leadership attempted to create a ―Russian People‘s Army‖ from Soviet captive. One of the main initiators of its creation was K. G. Mannerheim. Therefore, Soviet dissidents were also involved in the creation of the «Russian People‘s Army». As a result, in Finland the work among Soviet prisoners of War was headed by B. G. Bazhanov. From this period, Russian and Soviet emigrants were allowed to take an active part in the recruitment of Soviet captive into the «Russian People‘s Army». In the ranks of the «Russian People's Army» only 150 people received «special training». As a result, by the end of the War, the «Russian People‘s Army» could not be created in Finland.
