The article presents the author's approach to the problem of formation a monitory public policy network institutions in the Web 2.0 space. Based on the analysis of cases, the author comes to the conclusion that today monitory public policy network institutions are in a state of confrontation with government, and the potential escalation of the conflict is highly probable. Further, the author models a number of political designs that involve the inclusion of monitory public policy network institutions in the processes of making managerial decisions, which potentially can neutralize a possible confrontation and improve the quality of public administration
