The article discusses opportunities and boundaries of network approach to the state administration in the context of the problem of manageability. Broadening and growing sophistication of the system of horizontal networks create both the new opportunities to improve public political administration, and the risks related to the disturbance of coordination and loss of manageability. The authors describe the reasons for the emergence of institutional traps, defective institutes, dummy institutions and other failures that emerge in the process of distribution of public goods, and analyze network mechanisms that can counteract such destructive processes. The article focuses on Russia's Foreign Investment Advisory Council - an institute that facilitates formation of open, dialogue-based relations with the Government of the Russian Federation and the coordination of working groups and approaches around issues of import substitution, expert activity and innovative changes in the system of Russia's state administration.
