As an illustration of the basic principles of cooperation in the economy or public policy, a competitive cooperative model (“sports club model”) is proposed. This model allows to highlight key parameters that affect the tactical and strategic actions of network interaction actors, and simulate various types of non-discrete strategies that they implement. At the same time, the institutional and cultural environmental conditions are essential for choosing a particular strategy. These conditions will determine which of the strategies will be the base, while the remaining strategies will be assigned the role of derivatives.
