In the article Mezhevich N. M. and Bolotov D. A. considered the question of hierarchy of national priorities in economic and social policies at macro-regional and regional levels. The authors pointed the need for decomposition of Federal priorities at macro-regional and regional levels. The principle of conformity of the priorities of the lower level to the higher level of priority is not contested. Mezhevich N. M. and Bolotov D. A. proposed an approach to possible correction and adjustment of priorities of different hierarchical levels. The article discusses some key historical and geographical features of the Leningrad region. It is proved that the stability of regional priorities and consistent positioning of the regional priorities of the Leningrad region at the Federal level can be explained by the combination of historical and geographical factors determined the sustainability of the economic complex of the region.
