In article features and results of introduction of ideas of methodology of public services in cities within the limits of government are analyzed. The basic possibilities for formation of the effectiveness in municipalities of the big cities are in detail allocated. Possibilities of use of foreign experience for improvement of the city government in public sector of Russia are shown.
