The article deals with the international activities of the Soviet Union republics during the last decades of the Soviet regime. It shows that although since 1944 the Union republics formally had the right to their own external relations, in practice they did not pursue any independent external relations. At the same time, in the 1960-70-80s, the Union government began to use the republics to solve national foreign policy tasks, including by establishing contacts between the republics and foreign sub-national actors.
