The article analyzes the potential of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions with regard to protection of the rights of ethnic minorities and migrants using the example of European Union. Attention is given to the development of monitoring of the implementation of the Convention. The issue of rights of ethnic minorities and migrants on the EU‘s cultural diversity agenda is identified through the review of programmes and actions, presented in European Union report.
