The article investigates tendencies for gradual loss of priority of political and barrier functions of the border in favour of socio-cultural, «mental» ones, etc, based on different approaches to interpreting the functions of modern borders. Thus, it demonstrates the need to increase the focus of scientific community and government bodies to the problems of the development of cross-border cooperation of Russian regions.
