The path of social organization predeterminates the concept of social policy. Its contribution to the development of the level of subjective well-being of citizens and their possibility of self-realization remains one of the most important priorities for creating prosperous conditions of national-economic transformation. However, the Government 's reform policy protects social policy from the focus on modernization and makes its activities far from the expectations of the population and oriented towards the growth of antisolidary practices in society. This article considers the phenomenon of social potential in the context of the current social policy. The focus is on the perception of population requests in the logic of implemented social assistance, perceived as a factor of social stresses and complicating the formation of human potential.
