The report analyzes the contents of Stolypin's plan, which appeared at the end of 1908 and involved serious corrections in the state-juridical construction of the Russian Empire. So far in scientific literature these initiatives of the head of the Russian government have only been mentioned. The author tried to show how these measures could influence the work of such high state institutes of the Russian Empire as the State Council, the Council of Ministers, the State Duma. The author shows that aggravated struggle in the leadership elite at the end of 1908 - the beginning of 1909 didn't allow Stolypin to realize his plan. In the process of the investigation the author used such methods of historical science as problem-chronological, retrospective and logical analysis.
