The paper involved deals with the challenge the foreign language-training course faces at technical universities. Special attention is paid to the development of students` self-educational competence. Development of students` self-educational competence is a basis of improving of higher education quality within the concept of life-long education. Solution techniques aimed at educating a competent foreign language speaker as a result of learning a foreign language through mastering the cross-cultured experience are described hereinafter. The conditions of developing students` self-educational competence are revealed. Some examples of active methods implementation are given.
