Demand Response is a new phenomenon for the Russian electric power industry, which is at the initial stages of its development and legislative consolidation. Demand Response aggregation technologies have already become widespread in world practice (the European Union, the USA, Japan, etc.) and have proven their effectiveness in reducing the price of electric energy, reducing the load on the energy system and increasing the reliability of energy supply to consumers. In the Russian Federation, the process of introducing technologies of Demand Response and its expansion into the retail market of electric energy is actively underway, which requires not only testing of these mechanisms in practice, but also a more detailed scientific study. The inclusion of not only wholesale, but also retail consumers in the aggregation process of demand management is a necessary element for obtaining a systemic effect from this mechanism
