The purpose of the research is to propose solutions to the problems connected with the regulation of contracts for cloud computing services, taking into account regulation of international information relations of a non-state nature. In the legal doctrine, the analysis of the diversity of regulation instruments applicable to the Internet is carried out mainly in the comparative law aspect. For the regulation of international information relations of a non-state nature, three alternative models are used: substantive law unification, lex electronica, and adaptation of existing conflict-of-law norms. UNCITRAL acts can be conditionally referred to as lex electronica. The existing UNCITRAL document on contracting for cloud computing takes into account very well the technical aspects, but not enough the legal aspects, especially international legal regulation.
