The new phenomenon of International Relations which is directly related to the foreign policy of the state at all levels, from the consular service to public diplomacy, was called by western experts as Data Diplomacy or Data-Driven Diplomacy. Experts emphasized that the collaboration between Data Science and Foreign Policy will soon become the basis of Global Politics. Data diplomacy includes the development and integration of Artificial Intelligence (AI), Big Data analytics and other technological innovations to design its influence on foreign audiences, block objectionable information on the Internet and solve other foreign policy problems. This article provides a comprehensive analysis of U.S. Data Diplomacy. We reveal political and scientific discourses about goals and opportunities of Data Diplomacy, give a brief description of the Data-diplomats who are already being educated by leading American universities, and identify methods, projects and prospects for the development of Data Diplomacy using the example of its Russian direction. The further development of Data Diplomacy has stated as a constantly evolving analytical track of foreign policy, capable of controlling the effectiveness of U.S. Digital Diplomacy and restraining the information influence of opponent countries.
