Today, the issue of recognition and protection of human rights continues to be of paramount importance. The problem of universality of human rights also represents a certain problem, i.e., whether all branches of human rights that are legally enshrined in international documents (such as political, civil, economic, social and cultural rights) are implemented and protected at a practically decent level. Initially, priority was given to the recognition and protection of the rights of the first generation (civil, political), followed by significant development of social and economic rights, and only in the last decades more attention was paid to cultural rights. The article considers the problem of recognition of cultural rights as the basis of stability and world development.
